Course Description:

Students of Public Administration should be in position to understand the internal and external contexts in which public sector organizations operate, in order to be able to handle them accordingly. Getting educated on and insight in key principles of Human Resources Management and their applicability to public sector organizations, the role of line managers in the implementation of Human Resources policies and contemporary and emerging issues in Human Resources Management with particular reference to tensions in the public sector are of extreme significance for their future workplace experience.

Critically analyse and assess recent literature on Human Resources Management and debate the issues raised for public sector management.
Critically review a number of key Human Resources Management practices in a public sector and construct well supported recommendations for change and improvement.
Students will be able to apply their learning of Human Resources Management theory and practice to a series of problems and challenges typically faced by public sector line managers.
Reflect on the tensions involved in adopting private sector approaches to HRM in the public sector and debate ways in which these tensions can be dealt with.
