Rationale
The course helps students acquire a comprehensive understanding of governmental functions and responsibilities, the evolving nature of the public sector, and the evolving roles of public sector managers in executing their duties effectively, essential to proficiently engage in the domain of Public Administration.
The course aims to provide students with a comprehensive understanding of the principles, practices, and challenges involved in managing public organisations and resources, necessary to foster service delivery and promote the public interest efficiently.
Learning Outcomes
At the end of the course students will be expected to:
(i) Review the government's role, the broader context in which public sector management functions, and the fundamental importance of public accountability to diverse stakeholders.
(ii) Explain the diverse theories and issues influencing modern public management, encompassing paradigms such as New Public Management (NPM) and post-NPM frameworks, and analyse their ramifications for public managers.
(iii) Examine current methodologies for service provision, including strategies such as outsourcing and public-private partnerships, alongside emerging service delivery frameworks facilitated by e-government initiatives and network-based governance structures.
(iv) Discuss contemporary trends and developments in performance management and the increasing significance of strategic planning and management in the public sector.
(v) Evaluate issues in public management theory and practice.
